2. Why Cambodian Nationals Choose Colombia

Cambodia's economy has grown steadily over the past two decades, driven by garment manufacturing, tourism, and a nascent real estate market in Phnom Penh. However, skilled professionals, entrepreneurs, and the children of Cambodia's business elite increasingly seek international education and professional opportunities. Colombia's universities (Universidad de los Andes, Universidad Nacional) attract international students, and Medellín's recognized urban transformation — from its challenging past to a globally cited model of innovation — appeals to forward-looking Cambodian professionals who understand the value of emerging markets in transition. The relatively low cost of living in Colombia and the vibrancy of its startup ecosystem are also significant draws.

The Cambodian business community maintains strong ties to real estate markets — a sector in which Colombia's Visa M-10 investor pathway offers direct residency access. Cambodia's National Social Security Fund (NSSF) provides limited health coverage for formal workers, but provides no benefits abroad, making travel insurance essential for any Colombian stay. Medical tourism from Cambodia to Thailand and Singapore is common for the upper-middle class; Colombia's hospitals, while farther geographically, offer internationally competitive medical services at a fraction of Singapore's cost.

4. Entry to Colombia — Conditional Visa Exemption (Lista C)

⚠️ Conditional Visa Exemption — Lista C, Resolución 5488

Nationals may enter Colombia visa-free only if they hold a valid residence permit in a Schengen country or the USA, or a valid Schengen or US visa with at least 180 days remaining at time of entry. Without this, a prior Colombian visa is required. Verify at cancilleria.gov.co.

Cambodian passport holders appear on Lista C of Resolución 5488 de 2022. Visa-free entry is only available to those who present, at the Colombian port of entry, a valid Schengen/US residence permit or a valid Schengen/US visa with a minimum of 180 days remaining. Cambodians who do not hold these qualifying documents must apply for a prior Colombian visa through the Embassy in Bangkok or via visa.cancilleria.gov.co.

5. Migrante Visa (Visa M) — Long-Term Stay Pathways

To remain in Colombia beyond the visitor period — to work, invest, retire, or join a Colombian partner — you will need a Visa Migrante (M). The four most relevant subcategories for Cambodian nationals are listed below. The SMMLV for 2026 is COP 1,423,500/month.

Visa M Type Main Requirement Minimum Threshold (2026) Government Fee
M-2 Spouse or permanent partner of Colombian national Marriage certificate or notarial union declaration USD 255 + USD 232
M-7 Pensioner / Retiree Pension income ≥ 3 SMMLV = COP 4,270,500/month USD 255 + USD 232
M-10 Investor in Colombia Min. 100 SMMLV = COP 142,350,000 in Colombian real estate, securities, or company USD 255 + USD 232
M-13 Employee of Colombian legal entity Formal employment contract with Colombia-registered employer USD 255 + USD 232

All Visa M applications require valid travel and health insurance. There is no double taxation treaty (CDI) between Cambodia and Colombia.

6. Travel & Health Insurance for Colombia

Migración Colombia mandates proof of health and travel insurance for all Visa M applicants. Cambodia's NSSF (National Social Security Fund) provides no reciprocal coverage in Colombia. A comprehensive CoVisas Colombia policy covers all seven mandatory coverage areas:

🏥 Accidents
🩺 Illness
🏨 Hospitalization
♿ Disability
🤰 Maternity
✈️ Repatriation
⚰️ Death

Cambodia's leading private hospitals — Royal Phnom Penh Hospital, Raffles Medical Phnom Penh, and Sen Sok International University Hospital — serve the country's upper-income population, while complex cases are referred to Thailand or Singapore. Colombia's Fundación Santa Fe de Bogotá, Clínica Las Américas (Medellín), and Hospital Universitario del Valle (Cali) provide internationally comparable care. Your CoVisas policy ensures full coverage throughout Colombia from day one.

7. Tax Obligations — Cambodia & Colombia

In Cambodia: The General Department of Taxation (GDT / អគ្គនាយកដ្ឋានពន្ធដារ) administers a progressive income tax at rates up to 20% for residents; non-residents are taxed at a flat 20% on Cambodia-source income. Cambodia operates a territorial system — foreign-source income is generally not taxed for non-residents. There is no capital gains tax on share transfers. Special Economic Zone (SEZ) incentives attract investors with reduced tax rates. The US dollar is widely used alongside the Riel in Cambodia's economy.

In Colombia: More than 183 days in Colombia within a 365-day period creates Colombian tax residency, triggering income tax at progressive rates up to 39% on worldwide income. Non-residents pay flat rates only on Colombian-source income. There is no CDI between Cambodia and Colombia. Seek advice from both a Cambodian tax advisor and a certified Colombian contador público before establishing residency to avoid any unintended double taxation exposure.

8. Document Legalization — 4-Step Diplomatic Chain (Non-Hague)

Cambodia is not a member of the Hague Apostille Convention. Documents issued in Cambodia cannot be apostilled and must go through a full diplomatic authentication chain before use in Colombia. The four-step process is:

  1. Obtain the Official Document from the issuing Cambodian authority: Civil Registry for vital records; General Commissariat of National Police (Phnom Penh) for the criminal record certificate; Ministry of Education for academic credentials. Documents must carry original signatures and official seals. Criminal record certificates can also be requested through Cambodian Embassies or Consulates abroad.
  2. Authentication by the Ministry of Foreign Affairs and International Cooperation (MFAIC), Kingdom of Cambodia (Phnom Penh). MFAIC authentication confirms the document's official origin and is required before any further legalization. Contact the MFAIC protocol department for current processing times and fees. Verify the current status of MFAIC services before initiating.
  3. Authentication at the Embassy of Colombia in Phnom Penh (or the accredited Colombian consulate with jurisdiction over Cambodia). The Embassy verifies MFAIC authentication and legalizes the document for use in Colombia. Confirm current authentication services and jurisdiction with the Cancillería or the Colombian Embassy in Bangkok, which may serve Cambodia: etailandia@cancilleria.gov.co.
  4. Certified Khmer-to-Spanish Translation in Colombia by a sworn translator registered with Colombia's Ministerio de Justicia y del Derecho. All authenticated Cambodian documents must be accompanied by a certified Khmer-to-Spanish translation before submission with your Colombian visa or residency application.
