Katya — a Russian national who had built a decade of professional life in Colombia — applied for the visa R in February 2026 with what she believed was a complete file. She had been in Colombia under consecutive M visas since 2016. The problem her immigration advisor found in the migration certificate from Migración Colombia: a 14-month absence in 2019–2020 that had reset the five-year counter. Her effective qualifying residency had only begun in mid-2020. She was not yet eligible. The visa R application had to wait eleven more months.
The visa R is Colombia's permanent residency — the most consequential migration status available to a foreigner in the country. Getting the path to it right, and understanding what resets it, is the single most important planning decision for any long-term foreign resident.

The Three Routes to Visa R
Resolution 5477/2022 establishes three main qualifying routes. The general route: five years of continuous legal residence under any M visa category without any single absence exceeding 365 consecutive days. The family route: two years of continuous residence under the V-Fí or M-Fí visa category as the spouse or permanent partner of a Colombian national. The parenthood route: being the parent of a Colombian-born child qualifies the foreigner for visa R regardless of prior residency period. There is also an investment route for holders of long-standing M-Inversionista visas with continuous maintained investment.
What Resets the Counter
Only a single absence exceeding 365 consecutive calendar days resets the qualifying period to zero upon return. Multiple shorter absences — a month here, three months there — do not reset the counter, but they do reduce the total days of effective presence (not required for the 5-year clock, but documented in the migration certificate). The counter reset applies from the first day of return, not from when the new M visa is issued — a distinction that matters when the re-entry happened months before the new visa was obtained.
Documents Required
- Valid passport (minimum 6 months residual validity)
- Migration movement certificate from Migración Colombia (certificado de movimientos migratorios) — the primary qualifying document
- Current and prior M visas that cover the qualifying period
- Current Colombian judicial record certificate (Policía Nacional)
- Medical coverage compliant with Art. 11 Res. 5477/2022
- For the family route: marriage certificate or unión marital de hecho acta, plus cohabitation documentation
Rights and Obligations with Visa R
The visa R holder can work in any activity without category restrictions, open businesses without a Colombian partner requirement, access bank credit under better conditions, and apply for naturalization once the total residence requirement is met. Obligations: maintain at least 180 days per year of physical presence in Colombia, and never be absent for more than 2 consecutive years without notifying Migración Colombia. Violation of either condition can result in visa R revocation.
