📋 Visa Classification for DPRK Nationals
⚠️ Prior Visa Required for Colombia
Nationals of North Korea (DPRK) must obtain a Colombian visa before travel. The DPRK is not listed under Lista A (visa-free) or Lista B (conditional entry) of Resolución 5488 de 2022. A prior visa must be secured from a Colombian embassy or consulate before departure. Classification per Resolución 5488 de 2022.
DPRK nationals who have resettled in South Korea and obtained South Korean citizenship may be eligible for visa-free entry to Colombia as South Korean passport holders. DPRK-issued passports, however, fall under the visa-required category. Consult with a Colombian immigration specialist to clarify which passport applies to your situation.

💼 Tax Considerations: No CDI Agreement
Colombia and North Korea (DPRK) do not have a Double Taxation Convention (CDI). This means that income earned by DPRK nationals who become tax residents in Colombia may be subject to taxation in Colombia on worldwide income. As the DPRK has a state-controlled economy with limited private income reporting, practical tax obligations will depend heavily on your individual situation and any income sources outside of North Korea.

📄 Document Legalization — DPRK Is Not a Hague Member
North Korea has not acceded to the Hague Apostille Convention. Therefore, DPRK-issued documents cannot be apostilled for use in Colombia. The full legalization chain applies — though it presents significant practical challenges given DPRK's diplomatic isolation:
The document must be certified by an authorized DPRK notary or the issuing state authority (e.g., civil registry, university). Obtaining such documents remotely is extremely difficult.
The document must be authenticated by the DPRK MFA. This step is practically inaccessible for most citizens abroad. Alternative channels through third-country intermediaries (e.g., Chinese or Russian embassies with DPRK representation) may need to be explored.
The authenticated document must be legalized by the nearest Colombian consulate — in practice, this would be in Beijing, Moscow, or another third country where both Colombia and the DPRK maintain diplomatic presence.
All documents in Korean must be officially translated into Spanish by a certified sworn translator (Traductor Oficial) recognized by Colombia's Ministry of Foreign Affairs.
