For most official matters, the Ethiopian Embassy in Caracas holds jurisdiction.

Ethiopian passport holders face a dual visa requirement for Colombia: a standard entry visa for the visit itself, and a separate airport transit visa (required under Article 8 of Resolución 5488 de 2022) for any layover at a Colombian airport, even if not leaving the international transit zone. Healthcare System and Health Insurance in Colombia
Visa M holders in Colombia must join an EPS or take out a private health insurance policy covering their entire stay. Colombia's healthcare infrastructure — particularly in Bogotá, Medellín, Cali and Barranquilla — substantially exceeds what is currently accessible through Ethiopia's public health system.
Ethiopia's public health system is managed by the Federal Ministry of Health (FMOH). TASH (Tikur Anbessa Specialized Hospital), also known as Black Lion Hospital, is Addis Ababa's main tertiary referral centre and the largest public hospital in the country. St. Paul's Hospital Millennium Medical College is another major national institution. Community-based health insurance (CBHI) and the Ethiopian Social Health Insurance (ESHI) have expanded coverage but remain limited in reach, particularly for specialist and hospital-level care. Private hospitals such as Addis Cardiac Hospital, MCM General Hospital and the Korean Hospital (supported by Korean development cooperation) serve patients with financial means. Ethiopia's Health Extension Workers (HEW) programme has been internationally recognised for its success in expanding primary healthcare access at community level. Ethiopian Tax System Overview
Ethiopia's tax authority is the Ethiopian Revenue and Customs Authority (ERCA). The personal income tax is progressive, with rates up to 35% on income from Ethiopian sources. Ethiopia applies a source-based system for most income categories, meaning income earned outside Ethiopia is generally not subject to Ethiopian income tax. There is no capital gains tax on securities, and no inheritance tax.
Ethiopia's economy has attracted significant manufacturing investment from China, the Gulf states and Turkey, particularly in industrial parks established since 2016. In 2024, Ethiopia joined the BRICS bloc as a partner state, signalling its ambition to strengthen South-South economic relationships. The country has historically experienced high inflation, which has eroded real wages and savings; the Ethiopian Birr has depreciated significantly against major currencies in recent years.
Ethiopian nationals who become tax residents of Colombia (more than 183 days in a calendar year) will have their worldwide income subject to Colombian income tax from the second fiscal year of residence. There is no Double Taxation Treaty (DTT) between Ethiopia and Colombia. Document Legalization — 4-Step Process (Non-Hague)
Important: Ethiopia is not a member of the Hague Apostille Convention. Ethiopian documents cannot be apostilled at a single authority. Instead, they must follow a 4-step diplomatic legalization chain before they are valid for use in Colombia:
- Notarization — Have the original document (Police Clearance Certificate from the FPC, academic degree, civil records, etc.) notarized by a recognized Ethiopian notary or legal authority in Addis Ababa or the relevant regional city.
- Authentication by the Ministry of Foreign Affairs (MoFA) of Ethiopia, Addis Ababa — Submit the notarized document to Ethiopia's MoFA for official authentication/legalization. Processing time: approximately 5 to 10 working days. The MoFA office responsible for consular legalization is located in Addis Ababa.
- Legalization by the Embassy of Colombia in Nairobi, Kenya — The Colombian Embassy in Nairobi (accredited for Ethiopia) authenticates the MoFA-certified document. Ensure the document is accompanied by any required translation (to English or Spanish, depending on Embassy requirements). Processing time: 5 to 10 working days. Allow extra time for courier transit between Addis Ababa and Nairobi.
- Certified Amharic-to-Spanish Translation — A sworn translator certified by or recognized under the Colombian Ministry of Justice must produce the final Spanish-language version of any document issued in Amharic or another Ethiopian language. This step is completed in Colombia after the diplomatic chain is finished.
The Police Clearance Certificate is issued by the Federal Police Commission (FPC) at its headquarters in Addis Ababa, or through Ethiopian embassies for nationals residing abroad. Allow 5 to 10 working days for issuance. The certificate must generally be no older than 90 days at the time of submission to Migración Colombia.
