7. Taxation — Gabon and Colombia (No Double Taxation Treaty)

There is no Double Taxation Convention (CDI) between Gabon and Colombia. Gabonese nationals who become Colombian tax residents (183+ days in any 365-day period) are subject to Colombian income tax on their worldwide income, regardless of taxes paid to the Direction Générale des Impôts (DGI) in Gabon. This creates a risk of double taxation on Gabonese oil-sector income, manganese royalties, or business revenues. The junta's renegotiation of resource contracts adds further complexity for those with Gabonese investment income.

Gabon's DGI applies a progressive income tax (IRPP) up to 35%. The economy is dominated by hydrocarbons and manganese mining — Comilog/Eramet is the world's second-largest manganese producer from Gabonese operations. 4-Step Legalization Chain (Non-Hague)

  1. Local Notarization: Have the document issued or notarized before a Gabonese notary or the Procureur (Prosecutor) of Libreville.
  2. Ministry of Foreign Affairs (MoFA) Legalization: Submit the document to the Ministère des Affaires Étrangères in Libreville for authentication of the official signature and seal.
  3. Colombian Embassy Authentication: Present the MoFA-authenticated document to the Embassy of Colombia in Yaoundé, Cameroon, for final consular legalization.
  4. Certified Translation: Once in Colombia, have the document translated from French into Spanish by a certified translator registered with the Colombian Ministry of Foreign Affairs.
