Colombian Migrant (M) Visa Options for Honduran Nationals

Honduras's Health System — What You Leave Behind

Honduras's public health infrastructure is managed by SESAL (Secretaría de Salud), which operates public hospitals and health centres throughout the country. Formal-sector employees are covered by IHSS (Instituto Hondureño de Seguridad Social), which provides healthcare at IHSS clinics for affiliated workers and their dependants — including maternity care, occupational illness, and disability benefits. However, the public system is severely strained: hospital beds, medicines, and specialists are in chronic short supply. The private sector — including Hospital La Católica, Hospital CEMESA, and Cruz Roja Hondureña — provides better-quality care but at costs that most workers cannot sustain.

SESAL and IHSS coverage provides no benefits outside Honduras. Tax Considerations for Honduran Expats in Colombia

Honduras's tax authority, the SAR (Servicio de Administración de Rentas), administers the Impuesto Sobre la Renta (ISR) primarily on a territorial basis: Honduras taxes income generated within Honduran territory. In practice, Honduran nationals living primarily abroad are generally taxed only on Honduras-source income (wages from Honduran employers, Honduran rental income, etc.) at progressive rates. The territorial system means that income earned entirely in Colombia from Colombian sources is generally not subject to Honduran income tax.

Colombia, however, taxes its own tax residents (183+ days per year in Colombia or principal domicile there) on their worldwide income at progressive rates from 0% to 39%. A Honduran national who qualifies as a Colombian tax resident must therefore report all global income — including any Honduras-source income — to Colombia's DIAN. Without a CDI between Honduras and Colombia, Honduran-source income could face taxation in Honduras (territorially) and in Colombia (on a worldwide basis for Colombian tax residents) without automatic relief. Document Legalisation — Getting Your Honduran Papers Ready

Honduran documents submitted to Migración Colombia must be apostilled. Because both countries are Spanish-speaking, no translation into Spanish is required.

1. Obtain the Honduran Criminal Record Certificate (Certificado de Antecedentes Penales): Apply at the Dirección Nacional de Investigación Criminal (DNIC) or the Ministerio Público in Honduras, or through the Honduran Embassy in Bogotá. The certificate must be original, on official letterhead, and issued within the past 6 months.
2. Obtain an Apostille: Honduras joined the Hague Apostille Convention in 2007. Apostilles are issued by the Secretaría de Estado en los Despachos de Relaciones Exteriores y Cooperación Internacional in Tegucigalpa, or coordinated through the Honduran Embassy in Bogotá. The Apostille validates the document for legal use in Colombia and all other member countries.
3. Submit the Apostilled Document: Since Spanish is the official language of both Honduras and Colombia, no certified translation is needed. The apostilled original certificate is submitted directly to Migración Colombia as part of the visa application package.
