Why Nauruan Nationals Choose Colombia

Nauru — the world's third-smallest republic at just 21 km², located in Micronesia — experienced one of history's most dramatic boom-and-bust cycles through its phosphate mining industry. Following the near-total depletion of phosphate reserves, Nauru has become heavily dependent on Australian aid and has hosted the offshore processing center (NOPC) for asylum seekers. In 2024, Nauru switched diplomatic recognition from Taiwan to China, further reshaping its geopolitical landscape. For the small number of Nauruan nationals who have the means and desire to establish themselves abroad, Colombia offers a structured, welcoming migration pathway with professional, educational, and lifestyle opportunities far beyond what is available on a 21 km² island.

Nauru's official currency is the Australian Dollar, meaning Nauruan nationals dealing with AUD income or savings find the conversion to USD-denominated Colombian visa fees and the COP cost of living relatively straightforward. Nauru also holds the unfortunate distinction of having the world's highest rates of obesity and diabetes, making access to Colombia's high-quality, affordable healthcare system a particularly meaningful benefit for Nauruan residents. Colombia's biodiversity, cultural richness, and warm community spirit offer a genuine transformation in quality of life.

Mandatory Health Insurance in Colombia

All Visa M holders must maintain continuous health coverage in Colombia. In Nauru, the Republic of Nauru Hospital is the sole healthcare facility on the island; medical evacuations go to Brisbane or Melbourne, and Australian healthcare support is extensive due to aid programs. Upon arriving in Colombia, Nauruan nationals must immediately obtain a qualifying private health insurance policy or join an EPS upon formal employment. This is both a legal requirement and, given Nauru's high burden of non-communicable diseases, a practical health necessity.

Colombia's healthcare infrastructure is among the best in Latin America, offering modern hospitals, specialized care for conditions like diabetes and cardiovascular disease, and comprehensive outpatient services at a fraction of Australian prices. CoVisas Colombia connects Nauruan nationals with compliant, affordable plans that satisfy Migración Colombia's requirements from day one of residency.

Tax Residency in Colombia: No Double-Taxation Treaty with Nauru

There is no Convention for the Avoidance of Double Taxation (CDI) between Colombia and Nauru. Nauruan nationals who become Colombian tax residents — by spending more than 183 days in Colombia in any 365-day period — are subject to Colombian income tax on their worldwide income at progressive rates up to 39%, with no formal offset mechanism for taxes paid or not paid in Nauru.

Nauru has historically had no personal income tax — a relic of the phosphate wealth era. Following the collapse of phosphate revenues, Nauru has been exploring the introduction of corporate taxes to broaden its revenue base, but personal income tax remains absent as of 2026. The Australian Dollar is the official currency, and the economy is heavily dependent on Australian aid and the offshore processing center revenue. Nauruan nationals with AUD savings, trust fund distributions, or other offshore financial assets moving to Colombia should consult an international tax advisor to understand their Colombian reporting obligations and ensure compliance under Colombia's worldwide income tax regime.

Document Legalization for Colombia (Non-Hague Country)

Nauru is not a member of the Hague Apostille Convention. Official Nauruan documents must therefore go through a four-step authentication process before they are recognized by Colombian authorities. Documents are issued in English and must be translated into Spanish.

  1. Notarize or authenticate the document before a competent authority in Nauru — the relevant government ministry, Nauru Police Force, or court authority in Yaren. The document must carry an original official signature and seal.
  2. Authentication by the Department of Foreign Affairs of Nauru in Yaren — the Department must certify the signature and seal of the issuing authority, confirming the document's official origin.
  3. Authentication by the Colombian Embassy in Canberra — the Embassy (accredited for Nauru) must then legalize the Department of Foreign Affairs certification, confirming the document's validity for use in Colombia.
  4. Certified English-to-Spanish translation — all documents must be translated into Spanish by a translator certified by the Colombian Superior Council of the Judicature (Consejo Superior de la Judicatura) or recognized by the Colombian Consulate.

Police Clearance Certificate

For the Visa M application, Colombia requires a police clearance covering the last three years. Nauruan nationals obtain their clearance certificate from the Nauru Police Force in Yaren. Nationals residing abroad — including those in Australia — may contact the Nauru Government representative offices in Canberra. The certificate must then follow the four-step legalization process described above, including English-to-Spanish translation.
