Tax Considerations — Panama's Territorial System
There is no double-taxation treaty (DTT) between Panama and Colombia. Panama operates a strict territorial tax system: only income generated within Panama is subject to Panamanian income tax. Foreign-source income is entirely exempt from Panamanian taxation. The DGI (Dirección General de Ingresos) administers domestic tax. A Panamanian who relocates to Colombia and earns income from Colombian sources will pay Colombian income tax on those earnings; their Panamanian passive income (Canal dividends, Panamanian rental income) remains taxable only in Panama at source. This territorial structure simplifies cross-border planning significantly compared to worldwide-income jurisdictions.

Panama acceded to the Hague Apostille Convention in 1991. The competent authority is the Ministerio de Relaciones Exteriores de Panamá. Criminal record certificates (Certificado de Antecedentes Penales) are issued by the Ministerio Público / Sistema Penal Acusatorio. Since Panama and Colombia are both Spanish-speaking, no translation is required.
