Why Rwandans Are Choosing Colombia

Rwanda's tech-savvy, highly educated, and internationally ambitious workforce has increasingly set its sights on Latin America — and Colombia in particular. Under Vision 2050, Rwanda aspires to become the "African Singapore": a knowledge economy built on ICT, financial services, and tourism. This ambition has created a generation of Rwandan professionals fluent in English and French, comfortable with global business culture, and eager to work in dynamic international environments. Colombia's innovation hubs — Medellín's Ruta N technology corridor and Bogotá's thriving startup district — offer precisely the kind of high-growth, collaborative ecosystem that Rwandan entrepreneurs and digital professionals seek. Kigali's reputation as Africa's cleanest, most organized city translates into a professional culture that integrates naturally with Colombian cities that have invested heavily in urban transformation and quality of life over the last two decades.

The parallels between Rwanda and Colombia run deeper than economics. Both countries carry a powerful narrative of national transformation: Rwanda has undergone a remarkable reconstruction since the 1994 genocide, emerging as one of Africa's fastest-growing economies and a model of governance under President Paul Kagame — while Colombia has navigated its own journey toward peace after decades of internal conflict. Rwandans drawn to Colombia often speak of recognizing the same spirit of resilience, reinvention, and determined forward momentum in Colombian society. Rwanda's deeply multilingual culture — where Kinyarwanda, English, French, and increasingly Swahili coexist — also gives Rwandan expats a natural aptitude for language acquisition, making Spanish more approachable than for many other nationalities. Furthermore, Rwanda's Community-Based Health Insurance model (Mutuelle de Santé / CBHI), which achieves approximately 90% population coverage at very low premiums, reflects a similar philosophical commitment to universal coverage as Colombia's own contributory health system — giving Rwandan expats a familiar conceptual framework when navigating Colombia's EPS insurance regime.

⚠️ Prior Visa Required for Colombia

Rwandan nationals are not on the visa exemption list (Resolución 5488 de 2022) and must obtain a prior Colombian visa from the nearest consulate before traveling to Colombia. Visit cancilleria.gov.co for the official list and application procedures.

Despite Rwanda's growing international profile and strong diplomatic ties with many Western nations, Rwandan passport holders are not exempt from Colombia's prior visa requirement. The Colombian Embassy in Nairobi, Kenya processes all visa applications for Rwandan nationals. Applications must be fully submitted and approved before the applicant travels to Colombia. Processing typically takes 15 to 30 business days from the date a complete, properly legalized application file is received. Rwanda's membership in the Hague Apostille Convention (since 2019) does simplify the document legalization process significantly compared to non-Hague countries — see the legalization section below for details.

Colombian Visa M — Costs for Rwandan Applicants (2026)

Colombia's Visa M (Migrante) covers long-stay purposes for foreigners not yet eligible for Visa R (resident) status. All Visa M categories carry an identical government fee structure regardless of the specific subcategory. Fees are billed in USD and must be paid through the official Migración Colombia online platform or designated collection points at the time of application.

Visa Type Category Gov. Stamp Biometrics Total
M-2 Tourist / Visitor (extended stay) USD 255 USD 232 USD 487
M-7 Digital Nomad USD 255 USD 232 USD 487
M-10 Retirement / Pensionado (3× SMMLV = COP 4,270,500/month min.) USD 255 USD 232 USD 487
M-13 Investor (min. 100× SMMLV = COP 142,350,000 investment) USD 255 USD 232 USD 487

SMMLV 2026: COP 1,423,500/month. Fees current as of September 2026; always verify at migracioncolombia.gov.co before applying. CoVisas Colombia advisory fees are separate and cover document preparation, apostille guidance, translation coordination, and application support.

Health Insurance Requirement for Rwandan Expats in Colombia

Colombian immigration law mandates that all long-stay Visa M applicants demonstrate valid health insurance coverage for the full duration of the requested visa period. Migración Colombia verifies this at the application stage and at renewal. Rwandan expats arriving from a health system anchored by King Faisal Hospital in Kigali and Rwanda's remarkable Community-Based Health Insurance (CBHI / Mutuelle de Santé) — which covers approximately 90% of the Rwandan population at very low premium levels through the Rwanda Social Security Board (RSSB) — will find that CBHI coverage does not extend beyond Rwanda's borders. Rwanda Military Hospital and private facilities such as Clinique Galien and Legacy Clinics in Kigali offer quality care but similarly cannot provide international coverage for Colombian residency purposes.

Rwandan expats in Colombia must therefore obtain a qualifying private health insurance policy. If formally employed by a Colombian entity, they may enter the contributory EPS regime. Otherwise, a private expat policy issued through internationally recognized insurers approved by Migración Colombia is the standard path. CoVisas Colombia works with trusted insurance partners to issue policies that meet all Migración requirements and cover seven essential areas of protection:

✅ Accidents
✅ Illness
✅ Hospitalization
✅ Disability
✅ Maternity
✅ Repatriation
✅ Death

Continuous coverage is essential. Any gap between policy periods can complicate visa renewals and leave the expat exposed to uninsured risk in Colombia's private healthcare market. Colombia has excellent private hospitals — Clínica del Country, Clínica Marly, and Clínica Las Américas among others — but out-of-pocket costs without insurance can be substantial.

Tax Obligations: Rwanda and Colombia — No Double Taxation Treaty

There is no Double Taxation Convention (CDI) between Rwanda and Colombia. As of September 2026, the two countries have not entered into any bilateral agreement to prevent or mitigate the simultaneous taxation of the same income in both jurisdictions. This is an important consideration for Rwandan professionals, investors, entrepreneurs, and retirees who relocate to Colombia while retaining income sources or assets in Rwanda.

Rwanda's tax system, administered by the Rwanda Revenue Authority (RRA), applies a simplified flat income tax rate of 30% on employment income — a rate that has been maintained since the 2018 tax reforms that streamlined Rwanda's previously progressive structure. RSSB (Rwanda Social Security Board) contributions cover pensions, occupational hazards, and medical insurance (CBHI). Rwanda does not impose a capital gains tax or inheritance tax, and applies a VAT of 18%. Rwanda's fiscal revenues increasingly draw from ICT and financial services, tourism, coffee and tea exports, and a growing RSSB pension fund widely recognized as one of Africa's best-managed institutional investors.

In Colombia, a foreign national becomes a tax resident after spending 183 days or more in the country within any 365-day period. Colombian tax residents pay income tax on their worldwide income — including Rwanda-source income — at progressive DIAN rates reaching 39%. Non-residents pay only on Colombian-source income. Without a CDI between Rwanda and Colombia, Rwandan expats who continue earning Rwanda-source income while living in Colombia may face double taxation on those earnings. Professional tax advice from accountants or attorneys qualified in both Rwandan and Colombian law is strongly recommended before relocating, to structure income flows and investments as efficiently as possible.

Document Legalization: Rwanda to Colombia (3-Step Apostille Chain)

Rwanda ratified the Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents (the Apostille Convention) in 2019, which significantly simplifies the document legalization process for Rwandan nationals applying for Colombian visas. Rather than the multi-step embassy legalization chain required for non-Hague countries, Rwandan documents follow a streamlined 3-step apostille process. This applies to all official documents required in a visa application: Police Clearance Certificates from the Rwanda National Police (RNP), birth certificates, marriage certificates, academic diplomas, financial documents, and any other public document.

The apostille chain for Rwandan documents is notably faster than the full embassy legalization chain required for non-Hague countries. Total processing time from document collection to completion of translation is typically 2 to 4 weeks, making early planning still advisable but less critical than for non-Hague applicants. Police clearance certificates often have a 90-day validity window from date of issue — coordinate the timing of each step to ensure validity is maintained through to your visa submission date.
