4. Visa Requirements for Senegalese Nationals

6. Health Insurance in Colombia for Senegalese

Colombia requires all visa applicants and foreign residents to hold valid health insurance with coverage in Colombia. Senegal's public health insurance mechanisms — including IPRES (pensions) and CSS (Caisse de Sécurité Sociale for occupational risks) — do not provide international health coverage. 7. Tax Considerations — No Double Taxation Treaty

Colombia and Senegal have no Double Taxation Agreement (CDI). Senegalese nationals who become Colombian tax residents (more than 183 days per year in Colombia) become subject to Colombian income tax on worldwide income under DIAN rules. Senegal's tax authority (DGID — Direction Générale des Impôts et des Domaines) taxes residents on Senegal-source income under the IRPP (Impôt sur le Revenu des Personnes Physiques) with progressive rates up to 40%. Social contributions to IPRES and CSS are also levied on formal workers in Senegal.

With no CDI between the two countries, there is no treaty mechanism to offset taxes paid in Senegal against Colombian tax obligations. Senegalese nationals with income from the oil sector, trade, or professional services should consult a Colombian tax attorney before exceeding 183 days of residence to avoid unexpected double taxation exposure. The CFA franc-to-peso conversion should also be factored into financial planning.

8. Document Legalization — Apostille (3 Steps)

Senegal joined the Hague Convention on Apostille in 1993. Senegalese documents require a 3-step apostille process for use in Colombia:

  1. Obtain the original document: Criminal records (Casier Judiciaire) are obtained from the Direction de la Police Judiciaire (DPJ) or the Procureur de la République at the Tribunal Régional de Dakar. Degrees and civil documents come from their respective issuing institutions.
  2. Apostille: Request the Hague Apostille from the Ministère de la Justice in Dakar. This eliminates the need for Colombian consular legalization.
