2. Why Singaporean Nationals Choose Colombia

Singapore's extraordinarily high cost of living — consistently ranked among the world's most expensive cities for housing, education, and daily life — drives a growing number of Singaporean professionals and entrepreneurs to explore locations that offer comparable connectivity and quality of life at dramatically lower cost. Colombia has emerged as a surprising but compelling alternative. Medellín's "eternal spring" climate, Bogotá's world-class gastronomy and cultural scene, and the country's rapidly improving infrastructure offer Singaporeans a genuinely high-quality lifestyle. Monthly housing, dining, and private healthcare costs in Colombia's top cities are a fraction of Singapore equivalents, enabling substantial savings or investment.

Singaporean digital professionals and high-net-worth individuals are also attracted by Colombia's favorable residency and tax framework — particularly for those who have already broken Singapore tax residency and are managing income from international sources. Colombia's Visa M-13 Digital Nomad category and M-7 Rentier category cater specifically to the profile of internationally mobile Singaporeans. The strong Singapore–Colombia business relationship in areas like fintech, logistics, and agrifood also creates professional migration pathways for those looking to lead regional operations from South America.

4. Visa Status for Singaporean Nationals

✓ Visa-Free Entry — Up to 90 Days

Singaporean passport holders enjoy visa-free access to Colombia for stays of up to 90 days. No advance visa is required for tourism, short business visits, or initial exploration. For stays beyond 90 days — for employment, independent work, passive income, or digital nomad activity — a Colombian Visa M must be obtained through the Cancillería's online portal before the visa-free period expires.

5. Colombian Visa M — Categories & Fees

The Colombian Visa M (Migrante) is the primary long-stay visa for foreign nationals. All categories carry the same government fee: USD 255 (study/application fee) + USD 232 (issuance fee upon approval), for a total of approximately USD 487. Fees are paid online via the Cancillería portal.

M-7 RentierPassive income from abroad (pension, dividends, rent)USD 255USD 232
M-10 IndependentSelf-employed / freelancer working in ColombiaUSD 255USD 232
M-13 Digital NomadRemote worker for foreign companies/clientsUSD 255USD 232

A valid health insurance policy covering the full visa duration is a mandatory requirement for all Visa M categories, including hospitalization, illness, and repatriation coverage.

6. Health System in Singapore

Singapore operates one of the world's most sophisticated healthcare systems, built around the CPF (Central Provident Fund) — a mandatory savings scheme funding three complementary pillars: MediShield Life (mandatory catastrophic health insurance for all residents), Medisave (individual health savings account for medical expenses), and Medifund (safety net for those unable to afford care). Singaporeans also widely purchase voluntary Integrated Shield Plans (IPs) from private insurers — including AIA HealthShield Gold Max, Prudential PRUShield, and Great Eastern GREAT SupremeHealth — along with optional riders to these plans for more comprehensive coverage. Restructured public hospitals such as SGH (Singapore General Hospital), NUH, and TTSH deliver world-class care.

When Singaporean nationals relocate to Colombia, their CPF-funded MediShield Life and any Singapore IP coverage do not extend to Colombian territory. Colombia requires all Visa M holders to maintain Colombian-compliant health insurance valid throughout the visa period. An expat-specific policy that covers all seven mandatory risk categories enables Singaporean nationals to access Colombia's strong private hospital and clinic network immediately, without the complexity of joining the Colombian EPS system.

7. Tax Considerations for Singaporean Expats in Colombia

Singapore maintains a pure territorial tax system administered by IRAS (Inland Revenue Authority of Singapore). Only Singapore-source income and foreign income received in Singapore are taxed. Foreign income earned and retained outside Singapore is not subject to Singapore tax. Progressive resident rates reach up to 24%; non-residents pay a flat 15% or progressive rates (whichever is higher). Singapore has no capital gains tax, no inheritance tax, and no dividend tax — making it one of the world's most attractive tax residency jurisdictions. Singaporeans who establish genuine residency abroad typically cease to be Singapore tax residents.

In Colombia, foreign nationals who spend 183 or more days in a calendar year become Colombian tax residents and must declare their worldwide income to the DIAN. There is no Double Taxation Treaty (CDI) between Singapore and Colombia. However, Singapore's territorial system means that most income earned and retained outside Singapore while the individual is a non-resident of Singapore should not be taxable in Singapore either. Singaporean expats in Colombia should nonetheless obtain professional advice from a Colombian contador público to correctly manage their Colombian tax obligations, CPF-related income, and any Singapore-source income. The SMMLV 2026 is COP 1,423,500 per month, the baseline for various Colombian thresholds.

8. Document Legalization for Singapore

Singapore has been a member of the Hague Apostille Convention since 1978. The Ministry of Foreign Affairs (MFA) issues apostilles via the Apostille Centre at 2 Arkwright Road, Singapore. The Singapore Police Force (SPF) issues Certificates of Clearance (CoC) — apply at Police Cantonment Complex or online at police.gov.sg; processing takes approximately 10 working days.
