Tax Considerations — CAN Decision 578

Bolivia and Colombia are both members of the Andean Community (CAN). CAN Decision 578 (2004) prevents double taxation among member states (Colombia, Ecuador, Peru, Bolivia) by applying the source principle: income is generally taxed only in the country where it is generated. A Bolivian resident in Colombia who receives dividends, business profits, or rental income from Bolivia pays tax on that income only in Bolivia — Colombia cannot additionally tax it. Bolivia's SIN (Servicio de Impuestos Nacionales) administers domestic tax. Bolivia operates a relatively simple tax system with a Transaction Tax (IT) of 3% on gross revenues and a corporate income tax (IUE) of 25%.

Bolivia maintains certain foreign exchange controls. Income documentation for Colombian visa applications must reflect accurate USD equivalents. Document Legalization

Bolivia acceded to the Hague Apostille Convention on June 24, 2019, with the Convention entering into force on September 29, 2019. The competent apostille authority is the Ministerio de Relaciones Exteriores of Bolivia and designated regional notary offices. Criminal background certificates (Certificado de Antecedentes Penales) are issued by the FELCC (Fuerza Especial de Lucha Contra el Crimen) under the Ministerio de Gobierno. Since Bolivia and Colombia are both Spanish-speaking, no translation is required.
