Why Ecuadorians Move to Colombia

Ecuador and Colombia share a 586 km border, a common Andean heritage, and deeply integrated trade and cultural ties. Ecuadorians move to Colombia for business opportunities, particularly in the Pacific Alliance's trade ecosystem, Medellín's tech and startup scene, and Bogotá's financial services sector. Ecuador's dollarized economy means Ecuadorians are comfortable with USD-pegged environments, and Colombia's COP/USD exchange rate has historically made Colombia cost-competitive for dollar earners.

Ecuador is a major flower, banana, and shrimp exporter with trading relationships connecting Guayaquil to Medellín and Cali. Businesspeople, agricultural entrepreneurs, and remote professionals represent the primary Ecuadorian expat cohort in Colombia.

Health Insurance: 7 Required Coverages

Ecuador operates the IESS (Instituto Ecuatoriano de Seguridad Social), which provides health coverage to registered private-sector workers, and the ISSFA (Instituto de Seguridad Social de las Fuerzas Armadas) for military personnel. The IESS network covers primary care, hospitalization, maternity, and dental. Employers contribute 11.15% and employees 9.45% of salary. Private insurers operating in Ecuador include Seguros Equinoccial, Seguros Sucre, and AXA Colpatria Ecuador.

IESS coverage is territorial — it covers care at IESS-contracted facilities within Ecuador. An Ecuadorian relocating to Colombia exits the IESS system and must obtain coverage in Colombia.

Tax Considerations — CAN Decision 578

Ecuador and Colombia are both members of the Andean Community (CAN — Comunidad Andina). CAN Decision 578 (2004) is a multilateral tax convention among member states (Colombia, Ecuador, Peru, Bolivia) that prevents double taxation and regulates the allocation of taxing rights. Unlike bilateral DTTs, Decision 578 applies the source principle: income is generally taxed only in the country where it is generated. An Ecuadorian resident in Colombia who receives business income, dividends, or rental income from Ecuador pays tax on that income only in Ecuador — Colombia cannot also tax it. The SRI (Servicio de Rentas Internas) is Ecuador's tax administration.

⚠️ CAN Decision 578 — Practical Notes

Decision 578 covers most income types but each category has specific rules. Professional services income (Art. 14) is taxed where the activity is performed — meaning work physically done in Colombia is taxable in Colombia. Employment income (Art. 15) is taxed where the employer is based. Pensions (Art. 18) are taxable only in the state of residence. Confirm the specific income type with a tax advisor conversant in CAN multilateral rules before structuring income flows.

Document Legalization

Ecuador acceded to the Hague Apostille Convention in 2005. The competent apostille authority is the Ministerio de Relaciones Exteriores del Ecuador (in Quito) and regional consular offices. Criminal background certificates (Certificado de Antecedentes Penales) are issued by the Ministerio del Interior / DINASED. Since Ecuador and Colombia are both Spanish-speaking, no translation is required for documents submitted in Spanish to Colombian immigration.

  1. Obtain Certificado de Antecedentes Penales from the Ministerio del Interior del Ecuador (DINASED), available online via ministeriointerior.gob.ec or in person. Must be issued within 90 days.
  2. Apostille via Ministerio de Relaciones Exteriores — Submit the criminal record certificate for apostille at the Cancillería del Ecuador. Processing typically 1–3 business days.
  3. No translation required — Ecuadorian documents in Spanish are accepted directly by Cancillería Colombia.
