2. Why Guinea-Bissauan Nationals Choose Colombia

Guinea-Bissau is a Portuguese-speaking PALOP nation (Países Africanos de Língua Oficial Portuguesa) with a small but resilient population that has long navigated chronic political instability. Many nationals, particularly professionals and students, seek stability abroad. Colombia offers a dynamic Latin American economy where Portuguese speakers find the learning curve to Spanish manageable — and where the shared Lusophone-Hispanic heritage creates unexpected cultural bridges.

The country's cashew nuts sector — the dominant export — has produced traders and agricultural entrepreneurs with international market experience. The Bijagós Archipelago, a UNESCO biosphere reserve, draws eco-tourism interest, but limited domestic opportunity pushes talent abroad. Colombia's Pacific coast, agribusiness, and coastal trade ecosystems have attracted Guinea-Bissauan entrepreneurs seeking a fresh start in a stable and growing market.

3. Colombian Embassy / Consulate for Guinea-Bissau

Embassy of Colombia in Senegal (accredited to Guinea-Bissau)

Address: Ambassade de Colombie, Dakar, Sénégal

Jurisdiction: Covers visa and consular services for Guinea-Bissau, Guinea, and surrounding countries

Visas: cancilleria.gov.co — online application portal

Note: Guinea-Bissau has very few diplomatic missions abroad. The Embassy of Colombia in Dakar is the nearest accredited mission for consular appointments. All applications must be initiated online at tramites.cancilleria.gov.co.

4. Prior Visa Requirement

⚠️ Prior Visa Required for Colombia

Nationals are not on the visa exemption list (Resolución 5488 de 2022) and must obtain a prior Colombian visa from the nearest consulate. Visit cancilleria.gov.co.

Guinea-Bissauan passport holders must obtain a Colombian visa from the Embassy of Colombia in Dakar, Senegal, before entering Colombia for any purpose. Given Guinea-Bissau's very limited diplomatic representation worldwide, applicants should plan travel to Dakar well in advance. There is no visa-on-arrival option for Guinea-Bissauan nationals.

5. Colombian Migrant Visa (Type M) — Costs 2026

The Migrant Visa (Visa M) grants the right to reside long-term in Colombia. All subtypes carry the same government fee. The M-13 pensioner category requires minimum income of 3 × SMMLV (3 × COP 1,423,500 = COP 4,270,500 ≈ USD 1,020/month in 2026).

SMMLV 2026: COP 1,423,500/month. Fees are paid in USD and are non-refundable.

6. Health Insurance in Colombia for Guinea-Bissauan Expats

Colombia requires all visa holders to maintain valid health insurance. Guinea-Bissau's health infrastructure faces a severe deficit: Hospital Nacional Simão Mendes in Bissau is the main referral facility, but operates under extreme resource constraints. The national social security (INSS) is very limited, and NGO support fills critical gaps. Malaria is endemic and cholera outbreaks occur periodically. This domestic reality means Guinea-Bissauan expats in Colombia rely entirely on their international health policy.

For complex medical cases in Guinea-Bissau, patients are referred to Dakar (Senegal) or Lisbon (Portugal). A comprehensive international health plan with medical evacuation and repatriation coverage is especially important for Guinea-Bissauan nationals, given the distances involved and limited local options in case of emergency return.

7. Taxation — Guinea-Bissau and Colombia (No Double Taxation Treaty)

There is no Double Taxation Convention (CDI) between Guinea-Bissau and Colombia. Guinea-Bissauan nationals who become Colombian tax residents (183+ days in any 365-day period) are taxed in Colombia on their worldwide income, regardless of any taxes paid in Guinea-Bissau. The resulting double-taxation risk is especially complex for those with cashew export business income remaining in Guinea-Bissau.

Guinea-Bissau's tax authority (ATN) applies a progressive income tax up to 35%. Despite being a Lusophone country, Guinea-Bissau uses the XOF (West African CFA franc) and is a UEMOA member — meaning its monetary system aligns with its Francophone neighbours rather than Portugal. There is no capital gains tax and no inheritance tax. The significant informal economy and weak tax administration create challenges for formal compliance documentation. Colombian tax advisers should be engaged from the outset of residency.

8. Document Legalization for Colombia

Guinea-Bissau is not a member of the Hague Apostille Convention. Documents issued in Guinea-Bissau for use in Colombia must go through the full 4-step legalization chain. An additional complexity is that Guinea-Bissau's official language is Portuguese — the translated language for Colombia must be Spanish, creating a Portuguese-to-Spanish certified translation requirement.

4-Step Legalization Chain (Non-Hague)

  1. Local Notarization: Have the document issued or notarized before a Guinea-Bissauan notary or competent authority (Ministry of Interior, Bissau).
  2. Ministry of Foreign Affairs (MoFA) Legalization: Submit the document to the Ministério dos Negócios Estrangeiros (Ministry of Foreign Affairs) in Bissau for authentication of the official signature and seal.
  3. Colombian Embassy Authentication: Present the MoFA-authenticated document to the Embassy of Colombia in Dakar, Senegal, for final consular legalization.
  4. Certified Portuguese-to-Spanish Translation: Once in Colombia, have the document translated from Portuguese into Spanish by a certified translator registered with the Colombian Ministry of Foreign Affairs.

Criminal Record Certificate

Obtained from the Polícia de Ordem Pública (Registo Criminal) or the Ministry of Interior in Bissau. Due to Guinea-Bissau's limited administrative infrastructure, obtaining this certificate may require extra lead time. It must go through all 4 steps of the legalization chain before submission to Colombian immigration.
