Health Insurance: 7 Required Coverages
India does not operate a universal public health insurance system for the working and professional population. The main government schemes — the Employees' State Insurance Scheme (ESIC), for low-income formal workers; the Central Government Health Scheme (CGHS), for central government employees; and Ayushman Bharat (PM-JAY), for below-poverty-line families — do not cover the middle and professional classes who constitute the primary cohort of Indian expats moving to Colombia. Indian professionals and business owners rely on private health insurance from companies such as Star Health, HDFC ERGO, Niva Bupa, ICICI Lombard, and National Insurance Company.
All Indian public and private health insurance is territorial. Coverage ends upon permanent departure from India. Indian nationals moving to Colombia must arrange Colombia-authorized health insurance before applying for a long-term visa.

Tax Considerations
There is no double taxation treaty between India and Colombia. Indian nationals moving to Colombia must manage their tax obligations independently in both jurisdictions.
Indian tax residency rules. India taxes residents on worldwide income. An Indian national is an Indian tax resident if they are in India for 182 or more days in a financial year (April–March), or if they were in India for 60 or more days in the current year and 365 or more days in the preceding four years. The Income Tax Department (under the Central Board of Direct Taxes / CBDT) administers Indian tax. An Indian national who spends more than 183 days outside India in a financial year generally becomes a Non-Resident Indian (NRI) and is taxed only on India-source income.
⚠️ NRI Status and Indian Investment Income
Indian NRIs remain subject to Tax Deducted at Source (TDS) on Indian bank interest (20–30%), dividends (20%), and rental income (30% on gross). Without a CDI between India and Colombia, there is no mechanism to offset this Indian withholding against Colombian income tax. Indian nationals with NRE/NRO accounts, mutual fund holdings, or rental property in India should consult a Chartered Accountant (CA) familiar with NRI taxation before establishing Colombian tax residency.
Document Legalization
India joined the Hague Apostille Convention in 2005. Apostilles are issued by the Ministry of External Affairs (MEA) through its designated state and regional authentication offices. The MEA operates an online Apostille application portal. The state governments also have Authentication Officers designated for specific document types.
Police Clearance Certificate (PCC) — Step by Step
- Request the PCC online through the Passport Seva portal (passportindia.gov.in) under "Police Clearance Certificate". Select the Passport Seva Kendra (PSK) or Post Office Passport Seva Kendra (POPSK) nearest to your registered address. PCC applications require a valid Indian passport, address proof, and submission in person at the PSK. Cost: INR 500. Processing: 5–7 business days. Indians abroad can also apply through the Indian Embassy in Bogotá.
- Obtain the Apostille from the Ministry of External Affairs (MEA) — submitted through RPO (Regional Passport Office) offices or MEA-designated authentication centers. Online Apostille applications accepted via the MEA portal. Cost: INR 50 per document. Processing: 3–5 business days.
- Certified Spanish translation. The PCC and all Indian documents submitted to the Colombian Cancillería must be translated into Spanish by a sworn translator (traductor oficial) authorized by the Cancillería, even if the original documents are in English.
