Tax Considerations for Libyan Nationals in Colombia

In Libya, the Tax and Customs Authority applies a flat income tax rate of 5% on Libya-source income. Oil revenue dominates the Libyan economy and the state budget, with the Libyan Investment Authority (LIA) sovereign wealth fund managing significant assets offshore. Non-oil taxation is minimal, and the informal economy is substantial. 4-Step Legalization Chain (Non-Hague)

2. Ministry of Foreign Affairs and International Cooperation (GNU, Tripoli): The notarized document is submitted to the GNU Ministry of Foreign Affairs for country-level authentication. This is the internationally recognized channel; documents authenticated by other authorities should be verified with the Embassy. Allow 5–15 business days.
