🇲🇱 Key Facts for Malian Nationals Planning to Move to Colombia
Why Malian Nationals Are Moving to Colombia
Mali's ongoing Sahel security crisis — with jihadist groups JNIM and ISGS operating across vast swaths of the country's north and center, and a military junta in power since 2021 — has accelerated emigration among educated Malians. Gold mining and agricultural exports provide some economic stability, but professional opportunities remain limited for university graduates. A subset of Malian professionals who studied in France, Senegal, or Morocco has begun exploring Colombia as a destination, drawn by its French-adjacent romance language, affordable real estate, and growing service economy. Medellín in particular has attracted attention from Malian students and researchers through partnerships with Colombian universities.
The Malian diaspora is traditionally concentrated in France, Côte d'Ivoire, Senegal, and Mauritania, but a younger generation — comfortable with remote work and digital platforms — is actively seeking alternatives to overcrowded European markets. Colombia's digital nomad visa (Visa M-2) and its comparatively low cost of living make it an increasingly realistic option. The CFA franc's euro peg provides a stable savings base for Malians looking to invest in Colombian real estate, where exchange rates have historically been favorable for franc-zone savers.

Visa Requirements for Malian Nationals Entering Colombia
⚠️ Prior Visa Required for Colombia
Nationals are not on the visa exemption list (Resolución 5488 de 2022) and must obtain a prior Colombian visa from the nearest consulate. Visit cancilleria.gov.co.
⚠️ Airport Transit Visa — Article 8, Res. 5488
Nationals also require an airport transit visa for any layover at a Colombian airport (international transit zone only, up to 24 hours). Obtain from the nearest Colombian consulate before travel.
Malian nationals must obtain a Colombian entry visa before traveling to Colombia. Additionally, under Article 8 of Resolución 5488 de 2022 (as modified by Resolución 3717 de 2023), Malian nationals must hold an Airport Transit Visa for any layover at a Colombian airport, even within the international transit zone. Both the entry visa and the airport transit visa must be obtained at the Colombian Embassy in Dakar (or the nearest Colombian diplomatic mission) before departure. Malians transiting through Bogotá's El Dorado Airport en route to other South American destinations are specifically advised to obtain the transit visa in advance.

Health Insurance for Malian Nationals in Colombia
Mali's health system is overseen by the Ministère de la Santé. The two main public hospitals are CHU Gabriel Touré and CHU du Point G, both in Bamako. The AMO (Assurance Maladie Obligatoire) provides mandatory health insurance for formal-sector workers, and INPS (Institut National de Prévoyance Sociale) covers disability and maternity benefits. In the conflict zones of Mopti and Kidal regions, MSF and ICRC maintain emergency medical operations. Private facilities — Clinique Pasteur and Polyclinique Internationale Bamako — serve the higher-income population. Complex cases are frequently referred to Senegal or France for specialized treatment.
In Colombia, Visa M holders must maintain valid health insurance for the entire duration of their stay. CoVisas Colombia's plans cover all seven statutory coverage categories required by Migración Colombia:

Tax Considerations for Malian Nationals in Colombia
In Mali, the tax authority is the Direction Générale des Impôts (DGI). The personal income tax (IRPP — Impôt sur le Revenu des Personnes Physiques) is progressive, with rates reaching up to 40% on Mali-source income. INPS contributions apply to formal-sector workers for social security and disability. The CFA franc (XOF), pegged to the euro through UEMOA, has remained stable despite the junta's political tensions with France. Mali expelled French forces in 2022 but maintained the CFA franc. There is no capital gains tax and no inheritance tax in Mali.
In Colombia, Malian nationals who become tax residents are subject to DIAN taxation on their worldwide income at progressive rates from 0% to 39%. There is no Double Taxation Convention (CDI) between Colombia and Mali. Malian nationals receiving CFA-denominated income from Mali — salaries, rental income, gold sector dividends — must declare this income to the DIAN once Colombian tax residency is established. No treaty relief is available to mitigate double taxation. Consultation with a Colombian contador público is essential before the first Colombian tax filing.
Document Legalization for Malian Nationals
Mali is not a member of the Hague Apostille Convention. All official Malian documents — birth and marriage certificates, criminal record certificates (Casier Judiciaire N°3), academic diplomas, professional titles — require a full four-step diplomatic legalization chain before Colombian authorities will accept them.
4-Step Legalization Chain (Non-Hague)
- Notarization in Mali: The document is authenticated by a Malian notary (notaire) or the relevant issuing authority. The Casier Judiciaire N°3 (criminal record) is obtained from the Procureur de la République at the Tribunal de Grande Instance in Bamako.
- Ministère des Affaires Étrangères (Bamako): The notarized document is submitted to the Malian Ministry of Foreign Affairs for country-level authentication. Allow 5–10 business days. Given the junta government's administrative changes, verify the current procedure with the Colombian Embassy in Dakar before submission.
- Embassy of Colombia in Dakar (accredited for Mali): The MoFA-authenticated document is presented to the Colombian Embassy in Dakar for diplomatic legalization. Allow 5–10 business days; appointment required. Contact edakar@cancilleria.gov.co for current procedures.
- Certified Translation into Spanish: All legalized documents must be translated from French into Spanish by a translator certified by the Colombian Ministry of Foreign Affairs. See the list at cancilleria.gov.co.
