Why Mozambicans Are Choosing Colombia

Mozambique's official language is Portuguese, which places Mozambican nationals in a uniquely advantageous position when considering Spanish-speaking destinations. Portuguese and Spanish share a remarkable degree of mutual intelligibility — linguists estimate that literate Portuguese speakers can achieve conversational Spanish in as little as three to six months of focused study. This linguistic bridge makes Colombia an especially natural choice among South American countries: Bogotá and Medellín have growing Lusophone communities, and many Colombian universities actively recruit Portuguese-speaking graduate students and researchers. For Mozambican professionals already accustomed to navigating multilingual environments — speaking Emakhuwa, Xichangana, or other Bantu languages alongside Portuguese — the adaptation to Spanish comes with far less friction than it would for speakers of non-Romance languages.

On the economic side, Mozambique's vast natural gas discoveries in the Rovuma Basin — led by projects such as TotalEnergies' Coral Sul FLNG platform — have generated a cadre of highly trained Mozambican engineers, geologists, and project managers with international-standard credentials. Colombia's own hydrocarbons sector, anchored by Ecopetrol and a network of multinational operators, offers career pathways for these professionals. Beyond energy, Mozambican academics, NGO workers, and development sector specialists are increasingly drawn to Colombia's vibrant civil society and its universities — institutions such as Universidad de los Andes, Universidad Nacional, and Universidad EAFIT — which maintain active research links with African counterparts. The similar tropical climate shared between coastal Mozambique and Colombia's Caribbean and Pacific regions also eases the physical and psychological transition for new arrivals.

Colombian Embassy Accredited for Mozambique

Note: Colombia does not maintain a resident embassy in Mozambique. The nearest accredited mission is in Luanda, Angola. Mozambican nationals should contact Cancillería (cancilleria.gov.co) to confirm the current accredited mission for consular services, as designations may change. Visa applications may also be processed through Colombian consulates in Addis Ababa (Ethiopia) or Pretoria (South Africa) depending on current Cancillería designations.

Visa Requirements for Mozambican Nationals

⚠️ Prior Visa Required for Colombia

Nationals are not on the visa exemption list (Resolución 5488 de 2022) and must obtain a prior Colombian visa from the nearest consulate. Visit cancilleria.gov.co.

Colombia's visa exemption regime, governed by Resolución 5488 de 2022 and its subsequent amendments, does not include Mozambique. This means Mozambican passport holders must apply for and receive a Colombian visa before boarding any flight to Colombia. Attempting to enter without a visa — even as a tourist — will result in denial of entry and return at your own expense. The visa application must be submitted through the official Cancillería portal (cancilleria.gov.co) and supported by the full documentary package required for the chosen visa category.

Mandatory Health Insurance for Mozambican Expats in Colombia

Colombian immigration law requires all Visa M holders to maintain valid health insurance coverage for the entire duration of their stay. This insurance must be issued or recognized by a company authorized by the Superintendencia Nacional de Salud (Supersalud) in Colombia. A plan from Mozambique's INSS or a local Mozambican insurer — even from internationally recognized NGO networks such as Aga Khan Health Services — will not satisfy this requirement unless it has been explicitly validated for Colombian visa purposes.

Mozambique's public health system, managed by MISAU (Ministério da Saúde), operates through facilities such as Hospital Central de Maputo (HCM) and Hospital Central da Beira. While these institutions serve millions of Mozambicans, international portability of their coverage does not extend to Colombia. Private options in Mozambique — including Clínica de Sommerschield in Maputo and various MSF and FHI 360 programs — are equally non-transferable. Once in Colombia, you will need a locally compliant policy. The seven mandatory coverage areas under Colombian immigration health insurance are:

✅ Accidents
✅ Illness
✅ Hospitalization
✅ Disability
✅ Maternity
✅ Repatriation
✅ Death

The repatriation coverage is particularly important for Mozambican nationals: given the ~22-hour flight distance (via Johannesburg or Addis Ababa and São Paulo), any medical evacuation or repatriation to Mozambique carries significant logistical and financial complexity. A robust policy that specifically covers international repatriation is essential.

Tax Obligations: Mozambique and Colombia

Mozambique's tax authority is the AT (Autoridade Tributária de Moçambique). The country's personal income tax — IRPS (Imposto sobre o Rendimento das Pessoas Singulares) — applies progressive rates up to 32% on Mozambique-source income. Workers contributing to the INSS (Instituto Nacional de Seguridade Social) receive limited social security coverage. Mozambique levies VAT at 17% and, notably, imposes no capital gains tax and no inheritance tax. The country's revenue picture is expected to transform significantly as natural gas production from the Rovuma Basin scales up, with projects such as Coral Sul FLNG already in production.

In Colombia, tax residency is triggered when a foreigner spends more than 183 days in Colombian territory within any 365-day period (not necessarily a calendar year). Once tax-resident, you become subject to Colombian income tax on your worldwide income — including any income sourced from Mozambique.

Critical tax alert: There is NO Double Taxation Agreement (CDI — Convenio para Evitar la Doble Imposición) between Mozambique and Colombia. This means that if you become tax-resident in Colombia while still earning income from Mozambique, you risk being taxed on the same income by both the AT in Mozambique and the DIAN (Dirección de Impuestos y Aduanas Nacionales) in Colombia, with no treaty mechanism to eliminate or reduce this double burden. Mozambican expats should seek advice from a tax professional experienced in both jurisdictions before establishing Colombian tax residency.

How to Legalize Mozambican Documents for Use in Colombia

Mozambique is not a member of the Hague Apostille Convention. Documents issued in Mozambique cannot be apostilled and instead require a multi-step legalization chain before they are accepted by Colombian authorities. The following four steps are mandatory for all official documents (criminal records, birth certificates, educational diplomas, marriage certificates, etc.):

  1. Notarization in Mozambique: Have the original document certified by a licensed Mozambican notary (cartório notarial). This confirms the authenticity of signatures and the authority of the issuing official.
  2. Legalization at the Mozambican Ministry of Foreign Affairs: Submit the notarized document to the Ministério dos Negócios Estrangeiros e Cooperação, located on Avenida 10 de Novembro, Maputo. This ministry will authenticate the notary's seal, preparing the document for foreign consular recognition.
  3. Legalization at the Colombian Embassy in Luanda, Angola: Present the ministry-authenticated document to the Embassy of Colombia in Luanda (Rua Joaquim Kapango 41, Miramar), which is accredited for Mozambique. The consular officer will apply the Colombian legalization stamp. Always confirm the current accredited mission with Cancillería, as designations may be updated.
  4. Certified Translation (Portuguese to Spanish): Once legalized, all documents in Portuguese must be translated into Spanish by a sworn translator (traductor oficial) duly registered with the Ministerio de Relaciones Exteriores of Colombia. Machine translations and uncertified translators are not accepted.

The criminal record certificate for Colombia's visa application must be issued by the PRM (Polícia da República de Moçambique) — specifically the Registo Criminal, applied for at the DPIC (Direcção Provincial de Investigação Criminal) in Maputo, or via the Mozambican Embassy in the country of residence. This certificate must then go through the full four-step legalization chain described above.
