Algeria is North Africa's largest country by area, a hydrocarbon-rich nation whose economy is overwhelmingly shaped by oil and gas revenues managed through the Fonds de Régulation des Recettes. The public healthcare system covers Algerian nationals through the CNAS (Caisse Nationale des Assurances Sociales des Travailleurs Salariés), while the private sector — centered in Algiers — offers high-quality clinical services at Clinique du Parc, Clinique El Azhar, and Polyclinique Atlas. Complex cases are typically referred to France or Tunisia. Arabic and Tamazight are the official languages; French remains widely used in business and professional contexts.

Algeria has a significant diaspora in France, and increasingly, Algerian professionals — engineers, doctors, IT specialists — are diversifying their international footprint beyond the traditional France-Belgium corridor. Colombia's growing tech economy, favorable climate, and comparatively lower cost than Western Europe attract Algerian digital professionals and entrepreneurs.

2. Why Algerians Choose Colombia

Colombia's private healthcare sector, English-and-Spanish professional environment, and rapidly growing startup ecosystem offer Algerian professionals opportunities that are difficult to find in France's saturated job market or in Algeria's public-sector-dominated economy. Medellín's reputation as a global innovation hub — recognized by the Urban Land Institute and the Wall Street Journal — resonates particularly with Algerian tech entrepreneurs familiar with the French startup culture.

The DZD-to-COP exchange and Algeria's capital controls mean that Algerian nationals often structure international earnings in EUR or USD. Colombia's favorable treatment of foreign-sourced income (non-residents pay only on Colombian-source income) and the absence of inheritance or capital gains taxes on most assets make it a financially interesting destination for Algerian wealth holders and investors considering asset diversification in Latin America.

Passport holders of this country are not included in the visa exemption list (Resolución 5488 de 2022) and must obtain a prior Colombian visa from the nearest consulate before traveling. Visit cancilleria.gov.co for current requirements.

7. Tax Framework — Algeria vs. Colombia

In Algeria, the DGI (Direction Générale des Impôts) administers the IRG (Impôt sur le Revenu Global) — a progressive personal income tax reaching up to 35% for residents. Algeria taxes residents on Algerian-source income; non-residents are also taxed on Algerian-source income. There is no capital gains tax on listed securities and no general inheritance tax. CNAS contributions are mandatory for formal-sector employees.

In Colombia, tax residency activates at 183+ accumulated days in any 365-day period within the same tax year. Colombian residents pay progressive tax on worldwide income (up to 39%); non-residents pay 35% on Colombian-source income only. There is no Double Taxation Agreement (CDI) between Algeria and Colombia. Algerian nationals with income in both jurisdictions must manage double exposure carefully — qualified Colombian tax advice is essential.

8. Document Legalization / Apostille

Algeria ratified the Hague Apostille Convention in 2019. Algerian official documents may therefore be apostilled locally for use in Colombia.

For criminal background certificates (Casier Judiciaire Extrait N°3), apply at the Procureur de la République at your local Tribunal, or through the DGSN (Direction Générale de la Sûreté Nationale). Algerian nationals abroad may apply via the Algerian Consulate in their country of residence.
