6. Health Insurance in Colombia for Guinean Expats

Colombian immigration law requires all visa holders to maintain valid health insurance coverage throughout their stay. 7. Taxation — Guinea and Colombia (No Double Taxation Treaty)

There is no Double Taxation Convention (CDI) between Guinea and Colombia. Guinean nationals who become Colombian tax residents (183+ days in any 365-day period) are subject to Colombian income tax on their worldwide income, regardless of taxes paid to Guinea's Direction Nationale des Impôts (DNI). This can result in effective double taxation on Guinea-sourced income, including revenues from bauxite-related activities or business operations.

Guinea's DNI administers a progressive income tax (IRPP) up to 40% — one of the higher rates in West Africa. The Guinean franc (GNF) is not part of the CFA franc zone, meaning currency risk adds a further complexity to cross-border financial planning. There is no capital gains tax and no inheritance tax in Guinea. Guinean expats in Colombia should engage a bilingual tax adviser from day one of their residency to structure their affairs efficiently under both jurisdictions.

8. Document Legalization for Colombia

Guinea is not a member of the Hague Apostille Convention. Guinean documents intended for use in Colombia must therefore go through the full 4-step legalization chain, which adds both time and cost to the process.

4-Step Legalization Chain (Non-Hague)

  1. Local Notarization: Have the document issued or notarized before a Guinean notary or competent authority (e.g., Tribunal de Conakry or relevant ministry).
  2. Ministry of Foreign Affairs (MoFA) Legalization: Submit the notarized document to the Ministère des Affaires Étrangères in Conakry for authentication of the official signature and seal.
  3. Colombian Embassy Authentication: Present the MoFA-authenticated document to the Embassy of Colombia in Dakar, Senegal, for final consular legalization.
  4. Certified Translation: Once in Colombia, have the document translated from French into Spanish by a certified translator registered with the Colombian Ministry of Foreign Affairs.

Criminal Record Certificate

Obtained from the Police Nationale Guinéenne (Casier Judiciaire) or the Tribunal de Conakry. It is required for most Colombian visa applications and must follow the complete 4-step chain before submission to Colombian immigration authorities.
