Visa Requirements for Iraqi Nationals Entering Colombia

⚠️ Prior Visa Required for Colombia

Nationals are not on the visa exemption list (Resolución 5488 de 2022) and must obtain a prior Colombian visa from the nearest consulate. Visit cancilleria.gov.co.

Iraqi passport holders must obtain a Colombian visa before traveling to Colombia. There is no visa-on-arrival option. The prior visa must be obtained from the Colombian Embassy in Baghdad or, for Iraqis residing abroad, from the nearest Colombian diplomatic mission. Iraq is not subject to the additional Airport Transit Visa requirement under Article 8 of Resolución 5488 de 2022, meaning Iraqi nationals transiting through Colombian airports in the international zone without a valid entry visa are not required to hold a separate transit visa. However, any Iraqi national wishing to enter Colombian territory — even briefly — must hold a valid entry visa.

Colombian Visa M — Official Fees 2026

The Visa M (Migrante) is Colombia's main long-term residency visa for foreign nationals. Valid for up to three years with multiple entries, it can be renewed and leads to a Resident Visa (Visa R) after five continuous years. All government fees are payable in USD or equivalent.

Health Insurance for Iraqi Nationals in Colombia

Iraq's public healthcare system — overseen by the Ministry of Health (MOH / وزارة الصحة) — was severely damaged by the 2003 invasion and subsequent conflicts, including the ISIS period. Major facilities such as Medical City Complex in Baghdad and Erbil's Kurdistan Region hospitals have undergone significant reconstruction, and the private sector (Ibn Al-Nafees Hospital, Al-Yarmouk Teaching Hospital) has expanded substantially. Iraq's State Social Security covers formal-sector workers for disability and retirement, but there is no comprehensive national health insurance. Complex cases are frequently referred to Amman, Jordan, or Istanbul, Turkey.

Tax Considerations for Iraqi Nationals in Colombia

In Iraq, the tax authority is the General Commission for Taxes (GCED) under the Ministry of Finance. Iraq applies a progressive income tax system, with rates reaching up to 15% on Iraq-source income. Oil revenues dominate the state budget (over 90%), and non-oil tax collection has historically been weak. The Kurdistan Region operates its own revenue authority with similar structures but separate administration. There is no capital gains tax and no inheritance tax in Iraq.

In Colombia, Iraqi nationals who become tax residents (183+ days in a calendar year or any continuous 365-day period in Colombia) are taxed by the DIAN on their worldwide income at progressive rates from 0% to 39%. There is no Double Taxation Convention (CDI) between Colombia and Iraq. This means Iraqi-source income — rental income from property in Baghdad, business profits from Iraqi entities, dividends from Iraqi companies — may be taxed in both countries without treaty relief. A Colombian-registered contador público should be consulted before the first Colombian tax filing. Iraqis remitting funds to Colombia from Iraqi bank accounts should ensure documentation is in order, as DIAN may request proof of origin for large transfers.

Document Legalization for Iraqi Nationals

Iraq is not a member of the Hague Apostille Convention. All official Iraqi documents — birth and marriage certificates, criminal record certificates, academic diplomas, professional titles — must complete a four-step diplomatic legalization chain before Colombian authorities will accept them.

4-Step Legalization Chain (Non-Hague)

  1. Notarization in Iraq: The document must be authenticated by a licensed Iraqi notary (كاتب العدل) or the relevant issuing authority. Documents from the Kurdistan Region require authentication by the KRI-level authority followed by the Federal authority, or as directed by the Colombian Embassy.
  2. Ministry of Foreign Affairs (وزارة الخارجية), Baghdad: The notarized document is submitted to the Iraqi Federal Ministry of Foreign Affairs for country-level authentication. Allow 5–10 business days. Kurdistan Region documents may require additional processing through KRI channels before federal authentication.
  3. Embassy of Colombia in Baghdad: The MoFA-authenticated document is presented to the Colombian Embassy in Baghdad for diplomatic legalization. Allow 5–10 business days; appointment required. Contact ebaghdad@cancilleria.gov.co for current procedures.
  4. Certified Translation into Spanish: All legalized documents must be translated from Arabic or Kurdish into Spanish by a translator certified by the Colombian Ministry of Foreign Affairs. The list of certified translators is available at cancilleria.gov.co.
